Québec City, August 18, 2022 – Following the release of an action plan by the Horne Smelter, a Glencore company, to ensure a significant decrease in its atmospheric emissions, the Québec Mining Association (QMA) commends the company on the effort made to hit the targets set by government. The company has made a clear commitment, and the investment announced reflects a firm intention to protect the health of the population in Rouyn-Noranda and meet the requirements of the upcoming depollution attestation.

Thanks to its modernization and upgrading projects, the Horne Smelter will be able to decrease its emissions by 85% over the next five years and achieve the targets set by the Ministère de l’Environnement et de la Lutte contre les changements climatiques.

It is important to remember that Québec’s mining industry operates under a strict legislative and regulatory framework at both the provincial and federal levels. In addition, it is constantly striving to improve its environmental and social approach. Several key initiatives have been implemented to contribute to the collective effort to improve the environmental record, in particular by reducing greenhouse gas emissions, preserving biodiversity, regenerating wastewater, restoring former tailings sites and mine sites, etc. Québec’s mining industry spares no effort to protect its workers, the general public and the environment.

QMA members must also join the ongoing improvement initiative Towards Sustainable Mining (TSM). This sustainable development program, which has gained worldwide recognition, helps mining companies manage the main environmental and social risks by applying best practices that go well beyond the legislative and regulatory requirements. It includes several protocols based on indicators to promote a transparent and effective dialogue with communities of interest and ensure that the main risks associated with mining are managed in a responsible way.

« We all recognize the strategic role played by the Horne Smelter, Canada’s only copper smelter, in particular as part of the value chains needed for the energy transition. We also recognize the importance of health issues for the population of Rouyn-Noranda. The plan proposed by Glencore supports these objectives, namely to operate the smelter while minimizing the impacts on public health and the environment. »

Québec City, August 18, 2022 – The Québec Mining Association (QMA) would like to rectify some recent media comments concerning depollution attestations, now known as ministerial authorizations to operate an industrial establishment. First, a ministerial authorization establishes the environmental conditions governing the operation of an industrial establishment, in accordance with the laws and regulations applicable and the requirements of the Ministère de l’Environnement et de la Lutte contre les changements climatiques (MELCC) in the field of environmental protection. This does not mean that it establishes a right to pollute, or constitutes a regulatory shortcut. The objective of these ministerial authorizations is to gradually strengthen the environmental requirements for the operation of industrial establishments, in particular as regards emissions of contaminants.

For the mining sector, it is important to note that operations, facilities and processes vary from one mine to another. A ministerial authorization groups together, in a single document, all the legal obligations and environmental standards that must be met by a given industrial establishment. Ministerial authorizations also include a series of extra requirements in the form of operating conditions that relate to discharges into bodies of water, atmospheric emissions, waste and host environments. In addition, the MELCC may require the commissioning of studies that are specific to the establishment in order to characterize, assess and study the potential for reducing emissions. Last, mining companies must file an annual report with the MELCC listing the results obtained for each environmental requirement in their ministerial authorization, including data on regulatory monitoring, compliance with the conditions for operation, and the progress made on the studies requested.

It is untrue to claim that ministerial authorizations systemically create a legal right to pollute.
It is important to remember that Québec’s mining industry operates under a strict legislative and regulatory framework at both the provincial and federal levels. In addition, it is constantly striving to improve its environmental and social approach. In addition to their own work to improve their environmental footprint, QMA members must also join the ongoing improvement initiative Towards Sustainable Mining (TSM). Québec City, June 14, 2022 – At the annual convention of the Québec Mining Association (QMA) on June 9, several mining companies were honoured for their workplace health and safety performance and for other initiatives and innovations connected with their mining operations

F.J. O’Connell trophies

The presentation of the high-profile 56th annual F.J. O’Connell trophies led to a tie in two categories: “Underground operations—over 400,000 hours worked” and “Surface operations, transportation and primary metals processing”.

Raglan Mine, a Glencore company, and Agnico Eagle’s Goldex Mine won in the “Underground operations—over 400,000 hours worked” category, while Glencore’s Horne Smelter and Bird Civil et Mines took the honours in the “Surface operations, transportation and primary metals processing” category

Since 1966, the trophies have been presented each year to make workers and supervisors more aware of the importance of teamwork in preventing accidents during mine operations. The criteria for awarding the trophies take into account a company’s approach to prevention and its final performance. They are based on the OSHA frequency rate, the severity rate, the completion of a work and safety diagnosis, the application of the supervisory formula and work card, and audits of the supervisory formula.

QMA Distinction Awards

Last year, the QMA created its Distinction Awards to recognize successes in other areas of mine operations.

For the second time in its history, the QMA presented these new awards to recognize innovative, distinctive or creative achievements in the following areas of activity: communications/marketing, environment, community relations and human resources.

The winners in each category were:

  • Communications-marketing: Glencore’s Horne Smelter, for its communications strategy as part of the “VELOX” project
  • Environment: Wesdome’s Kiena mine, for its selection of ground reinforcement techniques at the base of its tailings mounds;
  • Community relations: Yamana Gold’s Wasamac project, for the development and implementation of mitigation measures to considerably reduce the noise impacts of its activities;
  • Human resources: Agnico Eagle Mines’ Laronde mine, for its technological shift to virtual reality as a learning tool.

The QMA congratulates all the finalists in the various categories.

« The QMA is proud to honour all the players that have helped improve the mining industry in all areas connected directly or indirectly to mine operations. The many different awards presented at the gala awards ceremony highlight the innovative approach taken to ensure a responsible mining industry that operates in a way that is respectful of communities, people and workers. Congratulations to all the prize winners! »
